In this study a method was elaborated for mapping and developing underutilized urban spaces, so called urban fallows. The method can be used in analyzing and managing a reserve of fallows, selecting different developmental paths, and making preliminary plans and designs for technical as well as architectural purposes. The study was carried through in two stages. In the first stage, a GIS-based system will be developed for recognizing and classifying different types of fallows. The system contains certain fallow bank, where the information can be deposited to be easily exploited in building projects. The second stage was conducted as an action research. Selected fallows were developed in co-operation with researchers, planning officials, building firms, property owners and users of the spaces. By practical action in real cases the needs of the formal planning system, local characteristics and interests of different actors were taken into account.
