The Universities Act and the Ministry of Education and Culture set the general framework for the operations of Finnish universities. TUT’s operations are governed by the performance agreement concluded between the Ministry and the University, the strategy approved by the Board of the TUT Foundation, the development plans based on this strategy as well as the annual planning process of the University units.
